Mental Health Transformation In Texas

One of the primary goals of the Mental Health Transformation effort in Texas is to make the mental health system consumer and family focused.  To assist in this effort, the Department of State Health Services (DSHS) has allocated funding to establish a mental health consumer, family, and youth training and technical assistance center.  DSHS has contracted with Mental Health America of Texas and their sub-contractor, the National Alliance on Mental Illness-Texas (NAMI), to develop the center.

To ensure that the training provided through this center truly meets the needs of consumers, family members, and youth, as well as the professionals who support them, it is critical that we hear from them directly regarding the types of training that would be most useful.  We also want input from providers regarding training that they believe should be provided.

There is a link that will take you to a training needs assessment.  If you are a TAPA member and have not received this link by email, please contact us and we will send it to you.

Another one of our tasks for the next few months is to make recommendations to DSHS regarding development of a peer training and certification program for Texas.  Section three of the survey asks for information that will help inform those recommendations.

You can complete the survey by clicking on the above link or you can copy and paste it in a browser.  We estimate the survey will take about fifteen minutes to complete.  If you have questions about this survey, please call Valarie Garza at NAMI, at 512-693-2000.  We would like to have as many responses as possible by May 15th; however, we will continue to accept responses after that.

•     Proposal of new Chapter 419, Subchapter A relating to Youth Empowerment Services (YES)

New rules in 25 TAC Chapter 419, Subchapter A concerning YES Medicaid waiver services will be proposed for public comment in the July 17, 2009, issue of the Texas Register. The proposed new rules are necessary to implement the pilot program, approved by the federal government under the waiver provisions of the federal Social Security Act, §1915(c), which is designed to prevent or reduce institutionalization of children and adolescents with severe emotional disturbance (SED),  enable more flexibility in providing intensive community-based services for children and adolescents with SED, and provide support for their families by improving access to services. The YES Medicaid waiver program will provide services to children and adolescents that reside in Bexar and Travis Counties.

DSHS invites you to review, and submit via email, written comments, suggestions, or any questions on the proposed new rules concerning YES Medicaid waiver program services to MHSArules@dshs.state.tx.us by August 17, 2009. DSHS anticipates the adoption of the subchapter to be effective in Septem
ber, 2009. Thank you in advance for your review and input.
